"Berfuche Mit dem Rettungsdrachen", is a newspaper print, probably, "Burfuche with a rescue kite", originally from Harpers Weekly, copyright 1893, Harper and Brothers.
A proposed life-saving kite, print clearly shows three lines to the kite, two steering lines and a third that appears to control height. Kite is a hexagonal, flat kite with tail, looks very much like the Woodbridge Davis lifesaving system of 1894 (see Hart, page 171)
